Well, we have a Mayor and a Town Reeve (a post which dates from Mediaeval times) in the town, and there are regular shop-decorating competitions. A town crier, too, and announcements are made under the Butter Cross (rebuilt in 1694 after the Great Fire). Sometimes, the little girls from the theatre group dance. There was a Brides' Parade last summer.
The mayor and Reeve have no power and would simply direct us to the District Council (only interested in the main town 15 miles away) for explanations about disruption and breakdowns.
There is a big Town Dinner annually, at which the Reeve announces the name of the next Reeve and there are speeches and all that. I have never been. It's not like your event at all, but Vin d'amitié is a splendid idea.
